The food packaging sector is grappling with stagnating volumes as economic pressures lead consumers to prioritize affordability over sustainability. According to a report by McKinsey and Company, high raw material costs and cautious spending habits have resulted in flat or declining packaging volumes across consumer markets in Europe and the United States.

As consumers increasingly opt for bulk purchases and private label products, which typically feature less packaging, the demand for traditional packaging solutions is waning. This shift is driven by a heightened awareness of prices, with consumers showing a clear preference for lower-cost options.

Despite ongoing concerns about sustainability, these issues have taken a backseat to affordability in recent years. While recyclability remains a valued attribute, the emphasis on sustainable packaging has diminished as economic conditions tighten. McKinsey’s findings indicate that sustainability as a purchase driver has declined from 2020 to 2025, suggesting that regulatory measures will play a more significant role in shaping future packaging strategies.

The EU’s Packaging and Packaging Waste Regulation (PPWR), which mandates that all packaging be recyclable or reusable by 2030, is one such regulatory framework expected to influence the industry. Most provisions of this regulation will become mandatory by 2026, indicating a shift towards compliance-driven sustainability rather than consumer demand.

To navigate these challenges, McKinsey advises packaging companies to focus on strategic investments in high-potential segments and enhance operational efficiency. Leveraging artificial intelligence for demand forecasting and pricing strategies could also provide a competitive edge in a market increasingly defined by cost pressures.

As the food packaging industry adapts to these evolving dynamics, it must balance consumer demands with regulatory requirements to ensure future growth.
