PPWR Introduces Comprehensive Circular Packaging Regulations in the EU

The Packaging and Packaging Waste Regulation (PPWR) marks a significant advancement in circular packaging governance across Europe. Adopted as Regulation (EU) 2025/40, the PPWR aims to enhance sustainability by mandating that all packaging be recyclable by 2030 and actually recycled by 2035. Additionally, it requires plastic packaging to incorporate recycled content and seeks to phase out single-use plastics in favor of renewable alternatives for specific applications.

Effective from February 11, 2025, the regulation establishes uniform packaging rules for all 27 EU member states, fostering a cohesive single market for over 450 million consumers. This harmonization is expected to facilitate the free trade of products, packaging, and recycled materials, while encouraging investment in innovative packaging solutions.

Starting August 12, 2026, the PPWR will implement new measures including limits on PFAS and heavy metals in food contact packaging. It will also require packaging to be clearly marked for type and manufacturer, with producers responsible for establishing compliance systems and registering to pay Extended Producer Responsibility (EPR) fees to support recycling initiatives.

While the PPWR aims to reduce packaging waste, it emphasizes that successfully collected and recycled packaging should not be classified as waste, as it serves as a valuable raw material. Misclassifying recycled packaging could lead to increased food waste and product damage due to reduced protection.

The packaging industry is poised to innovate in response to these regulations, with paper-based solutions, particularly cartonboard, positioned as sustainable options. The PPWR sets ambitious goals for the future of packaging, and the industry is prepared to lead this transition towards a more circular economy.
