The Council of the European Union has approved a new bioeconomy strategy aimed at advancing sustainable packaging solutions. Ratified on March 17, 2026, this strategy promotes the transition from fossil-based materials to bio-based alternatives, leveraging renewable biological resources such as plants, animals, and microorganisms.

The strategy emphasizes the need for an innovation-friendly environment, advocating for simplified regulatory frameworks and expedited approval processes to attract investment in bio-based technologies. It also highlights the importance of creating reliable demand for sustainable materials, which is essential for mobilizing private investment and fostering new market opportunities.

Key sectors identified for growth include not only traditional applications like bio-based plastics and chemicals but also emerging areas such as paper, textiles, and innovative materials derived from the blue bioeconomy, including algae.

For the packaging industry, the shift towards bio-based materials presents a significant opportunity as these alternatives gain regulatory support. The Council is also focused on ensuring a sustainable biomass supply and increasing the utilization of by-products and waste throughout the value chain.

Currently, the bioeconomy sector is a vital part of the European economy, employing approximately 17.1 million people and generating around 2.7 trillion euros in value as of 2023. The European Commission’s updated strategy, set to guide developments through 2040, aims to foster a competitive and sustainable bioeconomy in Europe.
