China Enforces Mandatory Recyclable Packaging Under New Waste Management Framework

China has implemented mandatory recyclable packaging requirements as part of its updated solid waste management framework, aimed at reducing packaging waste and enhancing sustainability. This initiative, part of a national action plan published by the State Council and the Ministry of Ecology and Environment, is set to take effect in January 2026.

The new framework imposes stricter obligations on manufacturers, brand owners, and retailers, particularly in sectors with high packaging volumes such as retail, e-commerce, and food delivery. Companies are now required to minimize excessive packaging and prioritize the use of recyclable materials. Enforcement of packaging standards will be tightened, focusing on material selection, labeling, and compatibility with municipal waste sorting systems.

Under the updated regulations, businesses must ensure that their packaging is suitable for local recycling infrastructures, with local governments tasked with preventing illegal dumping and enhancing supply chain traceability. Extended Producer Responsibility (EPR) rules will be more rigorously applied, compelling manufacturers to support collection, recycling, and recovery systems for their products.

Additionally, companies are expected to increase the proportion of recyclable and recycled content in their packaging and improve compliance transparency through digital tracking tools. This regulatory shift aligns packaging regulations with existing environmental compliance systems, reinforcing accountability throughout the supply chain.

The framework positions recyclable packaging as a cornerstone of China’s circular economy strategy, promoting innovation in reusable packaging models and the development of secondary materials markets. As standards for recycled materials are refined, investment in waste sorting and recycling infrastructure is anticipated to enhance recovery rates.

For international packaging manufacturers and suppliers, this new framework indicates a more regulated operating environment, making compliance with China’s solid waste management rules essential for market access and sustainable growth in the world’s largest consumer goods market.
